    The attitude control jets are what steer the thing in space. So yes, attitude is what they meant.

    Altitude control system would be the main rocket engine.

    Altitude isn't of much importance once a space vehicle achieves orbit. Speed and direction (attitude) are, though. Should the speed drop, or the attitude change, the vehicle might start to lose orbit. Then altitude comes back into play.
