Megaman can duck beneath all of the first part's attacks, then use Chun's Kikou Shou (sp) until he dies. Requires a few jumped attacks, but that's no big dea.

I don't use Megaman or Chun-Li on a regular basis(In fact, I don't think I've ever used Chun-Li) I've never been able to get past his second form. He starts spamming his grab move.
Not that I've tried since last year...
