With something like that, I'd kinda expect them to be able to judge fast enough that suspending him first wouldn't be necessary, they can fire him on the spot.

Any investigation like this needs to be done properly. Everything by the book and all that. Why? morale and legalities. They do not want the grunts to get it into their head that a single fuckup could get them screwed over without a fair trial. They also don't want the lawsuit factor they'd get if they turfed a guy and later found out that the situation wasn't quite what they assumed.

But for something like this, the odds of the cop actually being fired are somewhere around nil. He'll probably be given some time off (with or without pay) and told to attend a few training sessions.
