Because the game is huge. It took me two plays to get everything. The only way you'll get everything done is to budget time like a motherfucker. And even then you're missing out on a super powered boss.
Is there feasibly enough time to do everything, I wonder? I guess if you micromanaged everything down to a tee you might be able to max out most of the social links, but... That'd probably involve using a walkthrough on your first time through... It'd also kill a lot of the fun of replaying it.
