There's no way they'll just blow it up except as an absolute last resort. I mean, imagine the Kessler scenario fallout of that. Reentry should shred it pretty effectively, but pieces are likely to survive even with optimum conditions.
I'd imagine the hydrazine would go up in chemical reactions, too, due to all the heat being put into it during reentry. The media may be hyping "hazardous materials," but I imagine the real concern to the government would be if some of the data storage survived.
