5.56 does not tumble. next person who claims it does gets to be the subject of a live-fire demonstration of that fact. it would not be any sort of accurate if it did. and SS109 5.56 NATO ammo does not fragment on penetration of a soft target. at least, its not designed to. of course, you can buy all sorts of ammo to do all sorts of different things, but yeah.

I think he means the tendency of the round to deform on impact in a way that causes it to "tumble" through the target. I don't know whether that's true or not.
