Well the Japanese like to focus on their style of gameplay - with the whole turn based, you have a party in your ass, until a random battle pops up type of thing - then "Oh, hey look! Vivi just came out of my ass!" Thing.
Western are more free roaming, gain exp and/or items as you go, and you usually fight just like a normal action/adventure game. (Zelda, Oblivion, Morrowind, Summoner.)
There's exceptions to the rules, but they are the basic.
And usually - In western, you don't pick commands to fight, you press the x button, and you'll swing, ect. Instead of selecting attack.

Like I said, anymore, there's a lot of both in each style. It can be sometime hard to tell the difference.
It just depends now who makes them that get the specific genre.
