I agree with that, dunno what the "no eminent domain" means, but w/e.
Eminent Domain is the power of the government to cease privately owned property "for the public good", such as to get land for a highway, or government building. There have been a large number of scandals recently of local governments doing things like ceasing land with eminent domain and selling it to businesses to earn money and gain tax revenue in an area, or giving the land way for things like indian casinos.
