Please explain to me how an FX 5600 released in march of 2003 would have DX 9.0b capabilities. 9.0b wasn't available until August 2003

EDIT - I'm probably wrong in think 9.0a too, every review is just saying "DirectX 9.0," released Dec 2002

Okay so Vista gets out on November 8th. Then Geforce 8800 GTX gets out a few hours later.
