People decided it should come back.
It was a separate subforum first introduced a couple of years ago. Problematic members are put in there so they can only see and post in the Daycare Center until their time is up. It's kinda like a "time out" period for members who can't behave, but it's not as harsh as an actual temp ban.
I'd rather just eat the temp ban.
