Another words if you power off the mod is no longer active
As there is no issues with perm patching on your PSP I would just go perm so when you do power off and or restart fully it will still be modded
The only reason that is there is for newer versions of the PSP that can't be perm patched and must be recovered if the power drains or it is just powered off, hence there is an option for older PSP's called a Perm patch so the mod can be active at all times even after a hard restart or power down/up
