First thing to test is a different TV cable, the GameCube and N64 use the same cable

The cause can be lots of things

the TV port itself, the Cable used, internal problems like a chip, a dirty games port or dirty game

Usually, it's just the age of the console; a friend of mine has a dreamcast where in Sonic Adventure 2, random colours appear in some pyramid level. But, like Zorlon said, check for any major flaws

Tell your friend to re-tune the Dreamcast laser, simple to do and gives the console extra lives, it's like giving the Dreamcast a super mario green mushroom "1up"
If it can play Mil-CD's (CD-R burned selfbootable games) then a re-tune just for that is a must.

I cleaned the cartridge slot and the cartridges I hooked cable up to wii without video problems but i guess iforgot to mention that my sister stored it in her closet with a cartridge still in the system while piling tons of heavy junk on it.

My suggestion: Sounds like a poor connection even if your pins are clean.
You'll need to open the console for this and be more sensitive than normal but you can bend the pins inward to make a better connection with the carts. You can do this with nearly every console that accepts carts:

Scroll down to "Restoring the cartridge connector"

    1-up for the win

It's just old Zorlon; it's really close to its death and re-tunes don't seem necessary (as it might be the disc). It hasn't been modded in any way though so no backup discs for that dreamcast
    System Specs are Win7 Home Premium x64 SP1, i3-2310M @2.1GHz, 4GB Ram and 128MB Intel HD Graphics 3000.

Click the thanks button if I helped in any way!

Most Dreamcast models do not need to be modified in any way Mil-CD is an official format used by Sega and exploited to work with retail game

The Wii has a different TV connection to the GameCube and N64 that is why I did not mention it

You can get cleaning kits or you used to be able to or you can use rubbing alcohol on the actual cart, cleaning the pins though that's what the kits got used for

I guess you could make your own with some card and cloth or something with a bit of rubbing alcohol to give it a bit of an edge when using it to clean, don't use water though
