Do you have a save file with the e reader levels? If so I think the only way would be to transfer the save file over to where your PSP GBA emulator saves are and try to load the save file that way. Might also have to rename the save file to the same name as the rom if it isn't already the same.
This is only an assumption though as I've never tried to do this myself.
You would have to look up how that worked on original hardware
to emulate e-Cards in general you run the e-card reader rom and the actual e-card is just save data basicly so you name the e-card the same as the rom
generally though from what I remember if the data can be used in a game you done that via a transfure cable, or GBA to GC cable, (you may also have to boot the game rom from the e-Reader, i.e. change carts/roms when it asks to) the bit in the () is speculation as I have not done that personly
