Nope, no evokers appeared in the series before. The SNES/GB games tended to rely on computers being used as summoning tools. The early persona games are somewhat implied to have used cards (originally, so did 3).
Guns were a mainstay though. Actually in the SMT series you're about as likely to see someone packing a gun as a sword (Many SMT protagonists tend to have both). The Persona series is a heavy exception.
She used plenty of "gun based imagery" and slang terms about "taking aim" at her adversaries. She also may have advocated murder in some offhand comments.
Then one of her largest opponents gets shot.

The guns are simply used for physical attacks on monsters. They're normal handguns, with some characters not even receiving them. Evokers are purely a creation of the Kiritsugu group, not any of the higher beings that popped up before that point.
