You have to have a way of playing burned PSX discs.
A mod chip is one way of doing that.
Yeah, so to answer your question in a manner which isn't totally vague and ambigous, if you want to play NES on PS2, you download that emulator and compile an ISO with the roms you want to play. Not all mappers are supported, and certain unliscensed roms wont work, but you still have a wide selection of roms to chose from, and you'd be suprised at how many you can fit on a standard CD-R.
Anyway, once you've got your disk compiled and burned, you need either a PSX Action Replay, Gameshark, or a Breaker Pro disk in order to boot it. What you're gonna wanna do is check the net for a PS2 Slide-Card tutorial, or if you're using the Slimline PS2, the tape and tissue mod. I'd hook you up, but I'm at work and can't access any sites even vaguely related to gaming. The tutorials are pretty easy to find though, but if you can't manage to find them by the time I get home from work, I'll hook you up with the links.
Modifying your console will allow you to open your disk tray without the console knowing you've done so, thus keeping it from doing another verification check so that you can run ISO's. You can also buy a Modchip for your PS2 that has a PSX boot feature as well, but unless you're handy with the soldering iron or know someone who is, or can afford a pre-modded PS2, the self-mods and a PSX boot disk are the way to go.
Once you've got all that set up, you simply insert your PSX boot disk. If you're using an AR or Gameshark, you load it up and choose "Start Game Without Codes". It'll prompt you to hit X to continue, but before you do, you wanna either use the slide card to open the console if you're using the slide card mod on the fat PS2, or simply open your PS2 lid if you're using the tape and tissue mod on the slimline PS2, remove the Gameshark or AR and put your IMBN disk in, then hit X to load it. I've never used a Breaker Pro disk, but I can't imagine that the method would be much different at all. Viola, after it loads up, you're playing NES on your PS2
If you need further clarification, don't hesitate to ask. I'm a bit hopped up on coffee, so it may not make an sense, and may be full of typos and words that don't actually exist in any known language.

is it the same for N64
no you cant get 64 emulation on a ps2
oh ok thanks. with the slide card guide it says to use a gameshark. can it be the one that comes with a memory card thing.

Second, to answer your question, as long as you can load up the GS, you're golden. It doesn't matter if it requires a dongle or not.
