It's a CD add-on for the Sega Genesis. You probably won't find one for sale unless you look on eBay, but it's emulated on a couple Genny emulators AFAIK.
*PSA* Wii Redump collector's can now unscrub ISO files. So scrubbed games can now be verified. You can find the program to do this here

No the playstation does not have Sega CD compatability and the is no emulator for Sega CD on the playstation either

i think sega CD is the jap or NTSC version of the mega CD.
Sega/mega cd was an addon for the megadrive/genesis so you could play mega/sega cd games that were CD's. proly the most popular game for it was sonic CD.

Sega CD is what the US versions are called.
Mega CD is what the European and Japanese versions are called.
Crazy Bird
There's only a few good games for Sega CD, but they ARE worth keeping around. The Lunar series, for example are some of the best console RPGs ever made and Sonic CD is a great platformer.
