Not the best of info but I'll do what I can with what very lil info you provided

Just use a prog calling IPSWin

The Prog lets you open 2 files
1st one should be the file that needs to be patched
2nd one should be the IPS patch file
You might want to click the backup box aswell
Once you have both of those open hit the word patch! with your mouse

Programs will take one file such as the original rom and then the hacked rom. They find the differences in them and then make a file that contains those differences. This is the IPS patch. You can then take the original rom and the ips patch and IPSwin will take the data from the patch and copy it over the data in the original rom that was different then the hacked rom.

Lunar? Wasn't that for sega CD and PSX? And furthermore, aren't the english ones available on the website? The only reason I've ever patched a game is for a translation. So, you are trying to play Lunar, and trying to play a hacked version, so what system (be sure to have the right one to begin with), and why are you applying this patch? I'll try to explain the patching process as clearly as I can as I understand it, please correct me, I haven't done it in a while.

    You need 3 things:
A program to apply the patches (IPSwin in this case)
The patch (the "IPS patch file" here, which is specific to a ROM)
The original ROM (Lunar, for the correct system for the patch)

So, having them, run IPSwin, which mine comes up "file to patch", you browse you computer and select the ROM to patch (lunar), and the it has "IPS patch to use", where you browse and select the patch file youve gotten. Then you click the patch button and ta-da, you will have the patched ROM... somewhere (I can't recall, but it is easy to find). My version of IPSwin is probably quite outdated, so it may not work quite like I described, but the main points will still be there.

    Hmm lets start again.
What game is it that needs patching?
What system is the game for?
Will you be playing your game on actual hardware or an Emulator?

There may be other things that we need to know first aswell but the above would be a very good start.

We need to know these things to help you, as so far your just making it very confusing for anyone to help you out here.
