is moblie phone java emulated?

Not exactly sure what your talking about, but thats more because I don't have a Mobile phone that can take emulation but I do know there have been emulators made for Mobile Phones, Digital Cameras and Calculators

All the above links are worth checking out as with some of the emu's in Calculators and Camera's are phone compatable last time I checked (I havn't recently though)

Also go sign up on the Mophun website as a developer, you can then download another simple emulator/SDK.

I have a Moterola phone and it uses Java applications. I can assure you that the processor speed is too slow to run java emulators on it though.

java is java. shouldn't a regular java environment run the stuff?

No, mobile phones use a slightly different Java. The newer Nokia models can use the proprietry Java, but the others used to use JAVA Midlets and stuff.
