Yeah there's a message but the NPC's aren't protected.

You can accept a quest from someone and then kill them.
An NPC that is an essential part of the main quest will get you that "prophecy is broken" or whatever message.

I think the first time I used simple cheat mods on Xbox I loaded up a save with high char stats... the mods gave me crazy enchanted gear.
I went around and killed people in all sorts of locations, except for a few traders here and there.
The game was a bit glitchy when I fast travelled and a bunch of guards and people were attacking me

yeah I got a stash spot outside the fighters guild in balmora and a house in seyda need.
and it turns out I did have empty soul gems.
