Aye, comes in handy indoors as a sneaky infiltrator after level 20 in the build I posted previously because most indoor encounters are close range. In which case add Locksmith and Hacker perks; using a shotgun to be a sneaky shotgunner instead of sneaky sniper. That's why that build is flexible, has 7 Agility to be sneaky no matter what else is added after level 20. You can try the cheat terminal mod to test the build past level 20, you'll notice the character is flexible and can use the power armor perks after level 20 to be a sneaky cyborg instead of a sneaky sniper, sneaky shotgunner, sneaky melee fighter or sneaky gunslinger; it's like water(mainly because it's not really a build but a series of choices I most often make freestyling a character after ~1000 hours playing Fallout 4).

Technically you can't kill "civilians" in most AC games (maybe there are cheats that let you though)...but I think in Rogue you can after a certain point in the story (that's on PS3) and in Odyssey (current gen) there aren't any traditional restrictions ("this ancestor did not kill civilians" > desync). Odyssey they will actually pick up weapons or use whatever to attack you in certain situations, which I think is pretty cool.
