I downloaded Super Street Fighter II X: Grand Master Challenge and saved it on the cps2 folder of winkawaks 1.64 but the emulator doesn't find it am I doing something if so could someone please tell what to do? thanks.

If you got the MAME version of the rom it would not work anyway as it has files missing

If that does not work you may just need another emulator
The best way to check your roms though is via a rom auditing tool like clrmamepro. that will tell you if the roms that you have are missing anything or have any incorrect files inside the rom zip file

Arcade roms are a very fickle thing, constantly changing and being improved on.
If you want the best way to enjoy CPS 1/2/3 , Neogeo and more then I suggest trying out Final Burn Alpha.
I have the complete set here and it has them all.
If you must have Winkawaks then its best to find the proper romset made for it.

only the normal street fighter 2 and the new challengers versions of the game work but the turbo ones doesn't I heard that the turbo versions are like an update or expasion that work with the new challengers version but I don't know how that works or maybe kawaks doesn't support any turbo version of the game at all?
If it is listed in the game selection it should be playable.

I guess I'll use Fightcade for games like this I just downloaded Hyper street fighter 2 anniversary edition and it works with kawaks.
