Red Asphalt refuses to work - EPSXE version doesn't matter
I have tried to run Red Asphalt on multiple versions of EPSXE but nothing seems to work - I checked Playstation DataCenter and it recommends EPSXE, I've used that site for best possible compatibility with very little issues, but Red Asphalt is the only game I can't figure out.
Any Ideas?

What platform are you using epsxe on...PC, Android?

Here is the link to Playstation Datacenter (I've only found [U] versions, but no PAL versions - once you click R in ntsc-u list and Red Asphalt, scroll past the screenshots to reach the Emulation Compatibility - it shows the settings suggested) http://www.psxdatacenter.com/ntsc-u_list.html
EPSXE Versions: I have used 1.7.0 and 2.0.5 (haven't found 1.13 though)
I have tried the 1001 & 7502 Bios as it seems most rom sites suggest those two Bios.
I tried both ISOs from EP & CoolRom - both give the same result which is play Racing logo video, then the game's intro video, then it crashes ("EPSXE has stopped working" windows send report error). I have played the game before, after skipping those two vids, normally the game options would show.
If exact settings of my epsxe are needed, is there a way to show that info without having to do screenshots of every config window?

Open ePSXe (mine is set to Run as Administrator) File>Run ISO>Red Asphalt (USA).cue
I did not look at settings at all, it started up as you said, skip the two videos and the main menu comes up.

1.13 is not ePSXe but another emu called PSX

it is possible though that you just are using analog rather than digital for the pad setup or that the game just does not work in ePSXe anyway as the PSX datacenter tents to give ePSXe setups when possible only advising on other emulators when ePSXe can not handle X game, but for this game PSX 1.13 was the emu in use that time
