Emulator ePSXe v.1.7.0 (needs an sbi file to work properly)
Video Plugin Pete's OpenGL Driver v2.9 ( internal X & Internal Y= Very High, Stretching mode: Stretch to full window size, render Mode: 2 (Use framebuffer object) text filt = 2 FPS limit= 63, Compatibility=2,3,2; Shader effects= 1 (Fullscreen smoothin))
    Audio Plugin P.E.Op.S. Sound Audio Driver 1.10 ( Driver = 1, Mode = 4, Volume = 5, Reverb = 2, Interpolation = 4, Emulator = 1 (PAL) or 0 (NTSC), XA music = Enable XA Playing & Change XA Speed, Advanced options= Latency = 4, XA Filter = 2, CDDA Filter= 0, Output filter 1 = 0, Output filter 2 = 0 )
    CD-ROM Plugin P.E.Op.S. CDR Driver 1.4
    Game Pad Plugin N / A
    Vibration Compatible Yes.
    Console Bios Used SCPH7502
Taken from http://psxdatacenter.com that happens to be one of our members sites

To be honest that is the only site you want if you are going for the best looks ect and has settings per game as there is no single setup with ePSXe that works with every game

The sbi file can be found at various places including psxdatacenter and is needed to break the copy protection the game has

you drop the sbi into the patches folder of ePSXe

Without that you will get stuck in the game and the fairy will eventually tell you about it

Worth noting that on a low end system psxdatacenter settings can slow you down. In that case, maybe ask which settings are safe to turn down or test them one at a time yourself until your game is playable.

And if you have to do that, take a screenshot and save an image of your settings in case you have to change them for another game. It will save you a lot of work later.

Or as Warrior would say "Try Retroarch!"

You know it man, Mednafen PSX core in Retroarch will usually solve all your problems, they do have a new Mednafen PSX core that uses OpenGL and looks just like a plugin based emu.

Mednafen PSX HW requires OpenGL 3.3 or higher compatible hardware though, you could always use the internal GFX upscaling to make it look cleaner if you can't run OpenGL Renderer too.
THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.
