My download is round 10 MB a second and my upload is around 1.6 MB a second, this is from me actually seeing where it caps in real time with actual files and not with speedtest.

Only if those are maintained after the first few MB/minutes if your provider gives a 'speed boost' .

Yeah, you need an SSD to take advantage of it really, as HDDs are too slow to hit full speed. Steam downloads at around 110MB/s. I've had 1Gbps for several years, it's already old news now.

I could get a 10Gbps line but I'd need to buy a new router, a new NIC and move away from a SATA SSD to even make it remotely worthwhile. Money.

In many cases for places where the net speeds are super awesome there's some kind of trade off. Correct me if I'm wrong but where you are the laws are like a strict private Catholic school...maybe even worse.

Not sure, the laws seem pretty normal. It's the punishment for breaking them that is probably different.
