Default Tomb Raider II Starring Lara Croft game not working properly

Hi, I downloaded Tomb Raider II rom from several rom sites but they all fail to work properly. The main menu theme is missing and the game won't start.
I attached an image of the files that came with the zip.

    Please help.

Thanks, the game is playable now but it still doesn't have the main menu theme. Do you know how to fix this?

Um what's the .dll name of that plugin? I have it in epsxe 1.8 I have but I'm afraid to copy paste everything in that plugins folder to my 1.9 plugins folder.

So I have to absolutely play it on epsxe 1.8? Btw I tried it on 1.8 and finally I can hear the main menu theme. One little issue though, there's this static noise that appears every now and then, is there a way to get rid of it?

Not that I am aware of unless setting the FPS to 63 fixes that or try another emulator totally like Retroarch that is more about accuracy than enhancing the emulation

P.S. you can have as many versions of ePSXe as you like in the same folder just rename the main exe files for each version to something like
ePSXe180.exe ePSXe190.exe ect ect (P.S. the latest version tends to have more bugs introduced into than anything it fixes, so 1.9.0 may also work with the music instead of 1.9.25)

1.7.0 up over all share settings used
1.6.0 down over will also share settings used
