Gah... I have the stones to upgrade (I think) the Heater to Dark Heater, but it doesn't seem to be giving me the chance....... *checks* "Required: Heater Shield +6, 3 cloudstone shards." Yep, have them..... I wonder why...

Yeah, you're talking to the wrong blacksmith. Boldwin will only do really basic upgrades. You have to find Ed in Stonefang Tunnel. He's the one that will let you upgrade with all of the different stones, as well as demon's souls.
