It was a separate subforum first introduced a couple of years ago. Problematic members are put in there so they can only see and post in the Daycare Center until their time is up. It's kinda like a "time out" period for members who can't behave, but it's not as harsh as an actual temp ban.

I suppose the idea was that some people need a way to cool off via posting without actually interfering with the regular forum areas. Or something. It remains to be seen how useful the section will be this time around.

That wouldn't make sense, since the entire point of the Daycare is (I think) to isolate people starting trouble in the Hangout. And the Daycare itself isn't really a HO since the member in question is alone in there.
