All lightgun games are region free in VGA mode, though official lightguns will do region checks so go for 3rd party ones if you play all regions
You need a high brightness level to use lightguns on a vga monitor (Don't think tft screens will work with lightguns though)
PAL and NTSC display the same in VGA mode
Most 3D games look fantastic
Some games have Pixcelated text and menu's
Some games have lower res graphics/textures/backdrops
Patchable games can also be played in VGA using the VGA box trick instead
Games that do not say VGA on the box but work in VGA I list as patchable untill they are verified

Some ripped games have borrowed IP.bin's so the game codes will not be correct for those few games.
All game codes I will be listing are the correct codes though.
Quick guide on how to patch
To Patch a game to VGA open up the cdi image in a hex editor and search for " JUE " if it finds the correct pos there is a 7 number string 5 bytes after it (if not use find next also you might want to use a match case search), change that string to "0799A10", if you are creatiing your own Dreamcast rip you only need to edit the IP.bin file, the data is the same.
