Yes, you can have as many different PS1 emulators on your PC as you'd like. Try epsxe, it is widely considered the best PS1 emulator as far as playability and speed goes:

You can download it form the main site. Try to configure it on your own and if problems arise, I'm sure that many people here on the forums are willing to help you out.

If you must cheat then get PEC, the site I linked should have that as well as a guide on how to use it, in the emulation section

    [Quest Packs Collection]
GTA San Andreas - Hot Coffee [COMPLETE]

By the looks of it Cheat Engine is an external program so you will need to search for your own codes if there are none for the game in question, but with PEC it just uses standard Action Replay/GameShark codes allowing you to add codes from the many cheat code web sites including advanced codes like D activator codes ect.. the only real difference is that PEC only looks at the game contents memory address's but external ones usually look at the programs memory and the games memory so the offset is not the same as Action Replay/GameShark codes are

Cheat engine would come in handy for someone like me that can convert memory addresses to actual Action Replay Codes for use on real hardware using emulators to search for codes, but then again PEC can do that as well anyway and output actual Action Replay Game Adresses
