Extensive know how on programming/reverse engineering is required in most cases unless you can find fan made tools that does that part for you then all you need to do is use those tools to extract the script edit it then reinsert it, the problem is there are no general tools for doing that, that and fan made tools are usually only generated for personal use with there current project and tend not to work with anything outside those games.

Also you will most like be required to build a PSX CD from scratch that is not that easy to do in itself partly due to LBA checks that would need to be hacked (Not all games have that in place) and partly due to special headers that are built when you create the disc image rather than being a direct part of the files (XA headers that are used with sound and video files or sound/video file containers, i.e. a file that has more than a single sound or video in it or both)

There are projects all over the place but some of those have taken years to do, that has very little to do with the time it has taken to translate any scripts but the time had been more spent on cracking the games so the full script could be extracted then inserted without errors

Its a pain I make a ISO of the game then extract the iso with a program. Then you need to find the text it usually takes another program to extract that. Then when translating it has to be a certain size etc. Usually its best if you have hex editor, or at least on the ones I have messed with.
