Denpending on your graphics card software you can do it through the graphics card settings per program (most nVidia software can do this with ease)

Was going to say what Zorlon said. Xebra might support command line switches, but I can't confirm that. You might be able to adjust the brightness settings by creating XEBRA.SIM which will simulate your custom settings such as setting the I Cache rate to E. Also if you use Linux I was able to get Xebra to work using wine on revisions 110425 and 130815 I think the wine revision was 14.1 on linux mint 13 Mate.
