How do I change from .nds.gba file to .nds file?

You don't, you just download it in nds format.

nds.gba was used way way way back via a PassMe plus GBA flash kit, or it might of even been without a PassMe but with a NDS card in, I don't remember exactly (It was used for a very short time before NDS flash kits started and the only way was via a GBA flash kit) I used those a long time back, but the convert only worked one way from what I remember.

What you have there is a download demo from one of the Download Station carts, currently I have those missing as individual demo dumps (I have all the Download Station dumps though) but I'm sure I could find those for you if you are wanting them.

To be honest there is very little use to these they had to be small enough to fit onto the DS flash memory and only latest as long as you kept the DS powered on.

Download Station carts are not playable directly, only via a wireless connection to another DS that downloaded the small demo from the Download Station that just has a DS inside of it.

Edit you can extract those direct from the Download Station nds roms also

Edit I was wrong this demo is from the retail version that can be shared in much the same way as a Download Station does, that can also be extracted the same way (less involved in extracting that one as it was not compressed on the cart like the Download Stations are)
