Kega Fusion is the one I would personly go for but the reason I posted is just to note that they all require the Sega/mega CD bios images aswell to work, while you at it aswell you may aswell grab yourself the 3 32x bios files aswell for the 32X games... not sure but you may also need those for the CD-32X games

Make sure all the files are properly named:
    Example:
If the first file is Lunar.iso
Then all the mp3's have to be named Lunar 02.mp3, Lunar 03.mp3, etc.

If they are, then maybe you need to format the external RAM cart.
When you load the Lunar iso and see the spinning Sega CD logo, push any of the buttons on your controller or keyboard that correspond with your Gens A, B, or C button.
From there you will see the CD player.
    Now go to Options.
You will see a menu, and from there you can format the Sega CD and also format the RAM cart too.
Now exit and click the CD-Rom button and the game should play fine from now on.

    EDIT--
    Forgot this info:
Make sure you use these settings in GENS for this game:
Graphics - Vsync checked - Frameskip auto
CPU - Country auto detect - Perfect Synchro (SLOW) checked
    Sound - Rate - 44100
Options - Sega CD SRAM Size - 64 kb

I'd use gens... It handles iso+mp3 format games, which are much more common than full bin+cue rips as needed by Kega Fusion. And they're smaller too.

Guess you havn't kept up to date with Fusion as you can use bin+mp3+cue with it just fine plus Fusion supports CD-32X games but Gens no support for CD-32X games

Are you still having problems with Lunar?
    (your post isn't very clear)

Well, I just found the GENS guide I wrote some time ago, so I'll just copy and paste it here, and you can read it and follow the instructions given.

    Download the BIOS files, then:
Go to Options > Bios/Misc Files...

    Configure Genesis bios file
    Genesis ~ Genesis_OS_ROM.bin

    Configure 32X bios files
    M68000 ~ 32X_G_BIOS.BIN
    Master SH2 ~ 32X_M_BIOS.BIN
    Slave SH2 ~ 32X_S_BIOS.BIN

    Configure SEGA CD bios files
    USA ~ us_scd1_9210.bin
    Europe ~ eu_mcd1_9210.bin
    Japan ~ jp_mcd1_9112.bin

    To configure joypad:
Go to Option > Joypads... > the rest is self-explanatory.

    Also:
Go to Option > Sega CD SRAM size > put a check mark next to 64 Kb

Now make sure all the game files are properly named:
    Example:
If the first file is Lunar.iso
Then all the mp3's have to be named:
    Lunar 02.mp3
    Lunar 03.mp3
    Lunar 04.mp3
    etc.

For Lunar Silver Star (and other games that require formatting the RAM):
After the title screen, if you get a screen that says:
EXTERNAL RAM CART HAS NOT BEEN FORMATTED YET.
    OKAY TO FORMAT IT?

Choose Cool! then press a button (or key on your keyboard, if you're using your keyboard to play) on your controller. If that doesn't work, then try another button (or key). If none of them work, you didn't configure your controller (or keyboard) properly.

Then press Start. You may have to press a button (or key) to get it to start playing.

To reconfigure the External Ram Cart at any time, all you have to do is: at the Sega screen which you see at the beginning, press the buttons you configured as your A, B, or C buttons, then choose OPTION, then press any button, from there you can Re-format either the Sega CD Rom or the RAM.

If you still have problems, then try these settings:
Go to Graphic >put a check next to Vsync, then set Frameskip to Auto
Go to CPU > Country > Auto detect, and also put a check next to Perfect Synchro (SLOW)
    Go to Sound > Rate > 44100
