Have you tried AutoDetect instead of setting the FPS manually to 60 fps?

Maybe the "Use PC fps calculation" under Special game fixes will work?

Also, for the Soft plugin, there's an option to "Wait for Vsync"

Try that too if nothing else works.

And if none of those ideas help, then try a different emulator: PSXeven, pSXfin, etc.
