Unless you're talking about onboard chipsets or those "turboboost" video cards with like 16 MB of RAM actually on the video card and the rest of the video memory farmed out to the computer's main RAM. But even then the type of ram doesn't matter to the video card.

Most any modern card can use "directx 9.0c". I've got DX9.0c installed and I've only got a DX8 class video card. It's different if that card fully supports the DX9c features, i.e. Shaders 3.0 and HDR. The FX series don't: They max out at 2.0 Shaders. For DX9c, you need Geforce 6200 and above.
