Extract from part01.rar / .rar, with Winrar (www.rarlabs.org)
Place the eboot in the PSP folder for Eboots. That's if you're in DarkAlex firmware, btw.

Downgrade to 1.5, then upgrade to DarkAlex firmware with above links I posted.
(As I doubt your GTA: LCS is the unpatched version.)
