They were supposed to take her to another facility. So the ambulance would have picked her up and gone to the other facility where she could have been treated. Or at least that was what was hoped for. She was in the waiting room for 45 minutes. It would have probably taken less time to take her to 'the other facility'.

Ambulance crews are trained to do one thing above all, get a person in need to the nearest hospital. She was already at a hospital. What were they going to do?

The only people to blame for this is the hospital staff. All that had to happen was thata one of those bastards go off his lunch break and this wouldn't have happened, but no, lunch and money is far more important to doctors these days.

What's Calcutta got to do with it? And the problem was that there was no one to treat her. So once the woman died. And the news arrived. Some felt that they could have taken her to another hospital. Of course it was much too late by then.

I don't know aobut the rest of the world, but here in the States, when someone is talking about dirty cities, Calcutta is the typical response. Example:
