I can't find anything on your board ATM. Go to Control Panel > Display > Settings > Advanced > Adapter tab and tell me what adapter it is.

    Keep dreaming.

Is that Half-Life 2 out of the question?
Should run fine. At a low resolution with pretty much all the bells and whistles disabled.

If you can call that "gaming"

    It'll lag like a mother.

That thing requires (not "can use", not "recommends", requires) texture and lighting supporting vid cards.

    Something that onboards seriously lack.

I donnu, S3 drivers are pretty crappy. And I can't find specs on it. You should totally upgrade to an 8800GTS or something

Oh and don't forget that alot of emulators are more CPU dependent than GPU.

It lagged like a mother on the Radeon.

Would a 7300LE (PCI-E, 16x) run the sort of things I want it to?

    The few games I mentioned, Chankast/nullDC, SSF/Girigiri, ePSXe/pSX, Project 64.

Decent. As for you question, yes, but I would consider a 7600GT if you can shell out the moneyz. Or a 8600GT so you have DX10 capability.

    At the least a 7300GT

Actually. I'm gonna try and get enough for this: Connect 3D X1550 PCI-E Graphics Card - 256MB.

    Depends on the model.

    But probably I guess.

Doubt anything could be worse than an onboard.
