I hear that two things can cause this:
1. A quick, burst-life updraft. Rare, but it once saved a British soldier who fell off a watchtower in northern Ireland. Gimme a while and I'll find that story.
2. Act of god, man. As in: no one will ever find a logical explanation, its just that one little blip in an otherwise seemingly completely explainable universe.
Although in this case, it could have been that his chute deployed just enough to cause the fall to slow too a speed the bush could break. Dunno, wasn't there.

Well due to the rate of descent, he was probably far too low to grab onto the other guy by the time he was in danger. They likely deployed the parachutes at ~ the same time. Also, slamming into the other guy in the air could cause more problems than it would solve.
This isn't the movies.
