I think that is Bikez II. I really never played that game, but I've tried it, never liked it though. Either that or a messed up version of Crazy Taxi. But surely Bikez II.
Edit: I just looked around the web, and although I did not find that particular image in its original form, most of the other shots look like the same art style as Bikez II.

It's weird that I actually knew that though, GODJonez. I probably know the style so well because I'm a regular visitor of Home of the Underdogs, and the random pick brings that up a lot sometimes. I have to think of a good game to post, so I edit this one later on and put one up. Lemme just find a suitable one...
