Given that Jak and Daxter is 3D and not all that old, the answer is no.

To recap the given hints: The game in question was released more than 10 years ago, it was made by one of the great shareware game developers who are famous for their games, and the Hero of the game is green of skin and has red suction cups for hands (which he could use to scale walls).
