It's customary for one to cover up the fact that he or she is being a jerkwad, by following whatever snide remark he or she makes with the phrase "No offence intended.", or something similar. It has nothing to do with wether or not he or she believes the target will possibly be offended by the remark. It's all just a smoke-screen to make ones self look like less of a prick.
