It's a good bunch of rules to start with Soeru, let me add some more to discuss:
- its very common to set a maximum number of hubs you can be connected at a time (5, 10 deppending on the connection speed the user have)
- you can allow or not the users to limit their upload/download speed. If its allowed then it should be set which is the limit ratio allowed (5, 8, 10 kbps...). This has pros and cons, of course, but some people that uses this feature is for a good reason, like hosting hubs and such.
- no .vob files
- if NMDC clients and Linux based clients can get in then there should be a rule forcing them to show or turn on their description tags so the Ops can see in how many hubs they are connected and how many slots they have open
- a certain number of kicks or major offences could lead to a timeban/permban
- no racist propaganda of any kind
- don't fake your description tags or connection speed
- don't advertise for other hubs in main chat (use the pms if you have to)
- don't close other users from d/ling without a good reason
- is hentai considered porn?
- don't spam/flood the chat
