Is it from the Commandos series? I know the first came out in 1998 and the second was released in 2001. The publisher also published at least one of the Gex games...

The screenshot contains, among other things, 4 characters, some trees and a HUD.
I searched the forums for posts containing the name of the series and got 17 results, less than 5 of which actually were about any of the games in the series.
Gamespot gave the second game in this series a somewhat lower score than the first.
