It'sa sonic, no doubt about it, but I honestly never played them enough to be able to tell them apart from a pic like that. I'll take a stab in the dark: It looks like better graphic than the first, so I'll go with... Sonic 3?

You win. Well not really. It's Sonic & Knuckles but as S&K and Sonic 3 are releated to each other you win... I think.

Sonic and Knuckles = one of the best Video Game ideas ever. I never had a Mega-drive, but I borrowed a friends one for a few months once. He had all the Sonics, S&N, Streets of Rage 3 and whole bunch of other gems. But yeah, I spent most of my time with it playing S&N with Sonic 3 in there.
