If someone is born on Febuary 29, when is there B-Day the following year, March 1, or Febuary 28??? Or do they celebrate there B-Day every 4 years.

Their birthday would be on March 1st because that's 365 days later.
Where as Febuary 28th is only 364 days later.

On a technicality, they would celebrate their birthday every four years since it's the day of their birth according to our calenders. However, due to the fact that it's been generalized to having 1 birthday every 365 days, it would be on March 1st.
