I bet there just pushin the games out so quick to to get started on new ones is the reason y there doing this.
Several reasons:
Development time
Development costs
Company Policies
Don't think everything's done on purpose, and don't assume all software developers/entertainment industry people/things are alike... Sometimes problems pop-up during the planning/development phases and if you were in their shoes, you'd know what kind of effort it takes to get the job done on time...
Sometimes you have to compromise to deliver (hence: fewer levels/chapters/characters/items/bad music/bad story/bad voice acting/etc.)... Deadlines are a bitch, don'tcha know... Plus, developing an anime series/videogame nowadays is much more expensive than it was 10 years ago... Er... Except for Furi-Kuri...
Bottom line: don't complain, at least you get good stuff once in a while... Also, bad developers tend to disappear with time, while the good ones remain... Although there are a few exceptions, such as SNK and BANDAI: the former was good - not THAT good, but still good, while the latter's a piece of shit with buttloads of cash - always has been... You get the point...
