Well, i don't really know why they do that, maybe to save space or something. I was wondering about that when i transferred my little Jedi avatar. The best you can do is just resize the picture and use it then, that's what I did. It might be small, but it still works.

how come you cant use paint in windows 98?

Because the paint that comes with it doesn't have to options that you would want to edit them and it can't save as .gif. You would have to change it to a bmp.

Well, i have Adobe Photoshop, but of course, that doesn't come with any normal computer so oh well. I have win 98, and it works fine for me. All I did was I opened the file and resized it, I didn't have to change it to a .bmp file.
Cookie Thief
If you have got Adobe photoshop 2.5 or higher, you'll rezise it very well. It would rezise way better than Paint, cause Paint sucks at rezising.
