yes it is. the higher your luck stat(and possibly out doors man) the higher your chance of finding the alien blaster ,stealth boy and other encounters.

isn't much of one. you're sent out from your vault to find a chip to fix the vaults water system and save your people then you're sent back out to the wastes to find the source of the super mutant threat and stop it.

yes I have. I have it on my list and was just thinking about it the other day.

some weird random encounters in FO I ran into a lone fisherman that said he was with his son(there wasn't anyone else there)he talked about corrupt politicians and how they wanted to blow the world up again. I ran into an insane used car dealer with a used car lot I tried to talk him into selling me a car with a full tank of gas but no deal
I also ran into a Dr.Who reference <--actually this I think I might have encountered this one before and possibly the fisherman but not the used car dealership
I also ran into a pack of wild brahmin they were all going "moo" or "moo I say"
