If it's approved, why can't it be found by searching?

Probably because the person that put it up set it up that way. It's semi private.
Last time a retail version was up it was only available if you got whitelisted by email (and you couldn't find it via search either), so it was even more private than this one. I never bothered trying that version as I wasn't going to do the email thing. Plenty of people did though.

They take a cut from people that want to use homebrew/emulators. It makes hacking less appealing to the average user for less than $20.
